Research report

A research report is the sourced material a domain dossier is synthesized from — generated on a plan and a cadence, one topic per file. A report carries no confidence tags. Its bracketed markers say who might have an incentive to shade a line; none of them says anyone checked it. To reach a score, a line has to be drafted onto a candidate as unverified and pass the Verifier or the Corroborator, like everything else.

US pet insurance penetration among owned dogs

1. Summary

NAPHIA's own public-facing 2026 State of the Industry Report Highlights states a US dog pet insurance penetration rate of 5.99% at year-end 2025, up from 5.46% at year-end 2024 per NAPHIA's prior-year release [1][2]. Both figures are above the "under 5%" estimate candidate idea-002 carries as claim 12. Two trade press articles published in June 2026 report the same 2025 figure, citing the same NAPHIA report as their source [3][4]. No independent, non-NAPHIA primary measurement of US dog-specific pet insurance penetration was located this pass — see §5 for what that means for how this finding should be read.

3. Details

NAPHIA-reported US dog insurance penetration

NAPHIA's publicly posted 2026 State of the Industry Report Highlights (a free summary deck distinct from the full licensed report) states: "DOGS 5.99% PENETRATION RATE" against "CATS 2.29% PENETRATION RATE" and an overall US pet penetration rate of 4.27%, for year-end 2025 data [1]. The denominator NAPHIA uses is "approximately 87.3 million dogs and 76.3 million cats owned in the U.S.," which NAPHIA's own document attributes to "American Veterinary Medical Association (AVMA (American Veterinary Medical Association)) Pet Owner Survey 2025" — that AVMA survey was not independently retrieved in this pass, so its figure is carried here only as NAPHIA cites it [1] [market-research].

NAPHIA's prior-year press release (published 2025-04-22, covering year-end 2024 data) states the same style of figure a year earlier: "in the U.S. the SOI reported penetration rates for dogs at 5.46% and cats at 2.04%" [2] [market-research]. Read together, NAPHIA's own two most recent dated releases put US dog penetration at 5.46% (YE2024) and 5.99% (YE2025) — both above 5% and rising, not below it [1][2] [single-source · market-research].

Two trade press articles, both published in late June 2026, report the 2025 figure without adding an independent measurement of their own: Veterinary Practice News states "only 4.27 percent of U.S. pets are reportedly insured (5.99 percent of dogs; 2.29 percent of cats)" and attributes the figure to "NAPHIA's 2026 State of the Industry Report" [3] [single-source · market-research]. Insurance Business magazine reports the identical 4.27% / 5.99% / 2.29% set and the same NAPHIA attribution, adding that total North American insured pets reached 7.6 million in 2025 with 9% US year-over-year policy growth [4] [single-source · market-research]. Both press pieces corroborate that NAPHIA's report says what [1] says; neither is an independent primary measurement, so the underlying finding is still carried on one source (NAPHIA/Willis Towers Watson), not two non-affiliated ones.

5. Sourcing & Gaps

Well established: Nothing in this report rests on ≥2 independent, non-affiliated primary sources — every figure traces to NAPHIA's own measurement, repeated rather than independently re-measured by the press pieces that cite it.

Thin: The entire dog-penetration figure — 5.99% for YE2025 and 5.46% for YE2024 — rests on one primary publisher, NAPHIA, whose data is compiled by Willis Towers Watson from member-contributed data supplemented by other publicly available sources and, by NAPHIA's own methodology disclosure, "actuarial inferences ... applied to the aggregate publicly available data to determine approximate allocations" for at least some breakdowns [1]. NAPHIA is a trade association whose stated purpose is to "advance and grow the pet health insurance industry," which is the reason this is marked [market-research] rather than left unmarked despite two press pieces repeating the number. The AVMA Pet Owner Survey 2025 dog/cat population denominator that NAPHIA's own document cites was not independently retrieved this pass.

Rescoped from class 3: None in this report — the manifest question ("does the NAPHIA report corroborate the candidate's under-5% estimate") is already class 2 as posed.

Out of scope: The full licensed NAPHIA State of the Industry Report (the manifest's declared out-of-scope licensed source, per the same boundary named for canine-equine-distal-limb-wounds.market-players.market-players-overview) was not purchased or accessed; only NAPHIA's own free public Highlights PDF and press release were used. The APPA National Pet Owners Survey was searched for (WebSearch queries on APPA-specific dog insurance penetration) but did not surface a citable, dog-specific percentage from APPA's own primary publication — search results referencing "3.9%" or similar figures attributed loosely to APPA were not followed to a retrievable APPA primary document and are not cited here for that reason.

Not searched vs. not found: APPA's own National Pet Owners Survey site (americanpetproducts.org) was not directly fetched this pass — recorded as not searched beyond a WebSearch pass, not as not found, since a direct visit to APPA's own survey pages was not attempted. An AVMA News article surfaced during search (avma.org/news/us-pet-insurance-industry-surpasses-4b-2024) was fetched but returned no retrievable content — recorded as not retrieved, not as a source of any figure.

[inference] The candidate's carried claim 12 ("under 5% of owned dogs") may be a conflation of NAPHIA's overall pet penetration rate (4.27%, which is under 5%) with the dog-specific rate (5.99%, which is not) — both figures appear on the same NAPHIA summary page [1]. This report does not resolve which the claim's original author intended; it states only that the dog-specific figure NAPHIA itself publishes is above 5% in both of NAPHIA's two most recent dated releases.
