What is actually being argued
An opportunity in this repo is not a document that gets approved. It is a claim about the world that seven departments each attack from their own field, that gets changed in shape when a statement it rested on turns out to be false, and that carries its disagreements in writing rather than resolving them. These pages are that argument, per opportunity: who has answered, what the thing rests on, what failed, what the failure cost, and what is still open.
A position is not evidence. Every verdict and every
condition on these pages cites a confidence tag from the candidate file and issues none of its
own. A chair saying blocks opens an impact review and kills nothing — no
department holds a veto, and killing is Stage 5 arithmetic over verified claims.

These candidates have a file, claims and in most cases a score, but no loop record — nobody
has written down what they rest on or convened a chair on them. That is a normal state for a
